Secretary General: Mr. BENSLIMANE Aek

The General Secretariat contributes to the continuity and development of the university. In addition, it ensures the proper functioning and the administrative and financial management of the structures placed under its authority and the common administrative and technical services.
It’s main assignment is:
- To ensure the management of the careers of the staff of the university.
- To prepare the draft budget of the university and monitor its implementation.
- To monitor the financing of laboratory activities and research units.
- To ensure the proper functioning of the common services of the university.
- To implement the programs of cultural and sports activities of the university and to promote them.
- To monitor and coordinate the university's internal security plans in relation to the office
- To ensure the management and preservation of the rector's archives and documentation.
- To ensure the operation and the management of the university's order office. 

The sub-directions:

The General Secretariat, to which the general office and the internal security office are attached, comprises the following sub-divisions:

Its main responsibility is to:
- prepare the draft budget of the university on the basis of the proposals of the deans of faculties, directors of institutes and annexes,
- monitor the execution of the budget of the university,
- prepare the delegations of credits to the deans of faculties, directors of institutes and the annexes and ensure the control of their execution,
- follow the funding of research activities carried out by laboratories and units,
- keep the university's accounts up to date.

It includes the following services:
- The budget and accounting department,
- The funding service for research activities,
- The department of management control and markets. 

Its responsibility is to:
- manage the ranks of the staff of the rectorate and common services and those whose appointment is the responsibility of the rector of the university,
- develop and implement plans for the training, development and retraining of administrative, technical and personnal service of the university,
- ensure the management of the university staff and their harmonious distribution among faculties, institutes and annexes,
- coordinate the development and implementation of the university's human resource management plans.

It includes the following services:
- Teaching staff service,
- The service of administrative, technical and personal service,
- Training and development service 

Its responsibility is to:
- ensure the provision of operating resources for the rectorate structures and common services,
- ensure the maintenance and upkeep of movable and immovable property of the rectorate and common services,
- keep inventory records,
- ensure the preservation and maintenance of the university archives,
- ensure the management of the car-park of the rectorate.

It includes the following services:
- Means and inventory services,
- Maintenance service
- Archives service. 

Its main responsibility is to:
- promote and develop scientific and cultural activities within the university, for the benefit of students,
- implement leisure activities,
- Sustain sports activities in the context of university sport,
- carry out social action activities for the benefit of university staff

It includes the following services:
- The service of scientific and cultural activities,
- The service of sports and leisure activities.

NETWORK AND INFORMATION SYSTEM CENTER, COMMUNICATION,
TELE-TEACHING AND DISTANCE EDUCATION

The center of information and communication systems and networks, tele-teaching and distance education was created in 1996 for all teachers, researchers and students of Ibn Khaldoun University of Tiaret. Its mission is the implementation of New Information Technologies and Communication for the benefit of the various structures of the University (Departments, Faculties, Research Laboratories ...)

The centre is responsible for:
- the operation, administration and management of network infrastructures
- the exploitation and development of computer applications for the management of pedagogy
- monitoring and implementing the distance education and distance education projects
- providing technical support for the design and production of online courses
- the training and supervision of stakeholders in distance education

It has the following sections:
- System section.
- Network section.
- Section of tele-education and distance education. 

Intensive Language Teaching Center

Intensive Language Teaching Center (CEIL) of Tiaret
Proposes to train and help students to improve in French, English, German and Spanish. The teaching team gives training adapted to all levels.

The center is responsible for:
- providing technical support for language learning, upgrading and retraining courses organized by faculties and institutes,
- the operation and maintenance of specialized language teaching equipment.
It has the following sections:
- Programming section,
- Maintenance and maintenance section. 

Technology Hall

The technology hall sets the goal of guaranteeing a pedagogical training of students and provides a common platform to all the services of Ibn Khaldoun University in terms of maintenance and equipment.
It houses different laboratories to ensure a pedagogical mission.

It is responsible for:
- providing technical support to faculties and / or institutes in the organization and conduct of tutorials and practical work in technological sciences;
- the management and maintenance of the equipment necessary for the conduct of the practical and directed work.

2- Activities Outside Pedagogy:
Realization of parts for the University car park.
Assistance for interviews, for different faculties of the university.
